Frank D. Scott, Jr.
Frank D. Scott, Jr., a native of Little Rock, AR, serves as a bank executive with First Security Bank.

On October 17, 2013, Governor Mike Beebe appointed Scott to fill the unexpired term of John Burkhalter on the Arkansas State Highway Commission. His term will expire in January of 2017.

For five years, Scott worked in Governor Mike Beebe’s administration. During his tenure, he held a number of positions, but primarily served as the Director of Intergovernmental Affairs & Deputy Director of Policy. In this role, Scott was the official liaison between the Governor’s office and The White House, members of Congress and their staffs, federal agencies, the National Governors Association, Southern Governors Association, and the Democratic Governors Association. While in that capacity, Scott developed and organized implementation of the governor’s legislative agenda. He also advised Governor Beebe on a wide array of public policies such as broadband, budget, health care, health information technology (HIT), human services, economic development, and workforce development.

Prior to joining the governor’s office, Scott worked as a distribution operation manager at Target Corporation’s Arkansas Distribution Center in Maumelle.

Scott received a Bachelor’s degree in Business Administration from the Fogelman College of Business at the University of Memphis in Memphis, TN. He also earned a Master’s degree in Business Administration from the College of Business at the University of Arkansas at Little Rock (UALR).

He’s a former member of the Pulaski Technical College Board of Trustees, appointed by Governor Mike Beebe. His current community leadership includes service on several boards including the Little Rock Port Authority, UALR Alumni Association and Big Brothers Big Sisters of Central Arkansas. He is also a member of Alpha Phi Alpha Fraternity, Inc.

Additionally, Scott is a faithful and life-long member of the Greater Second Baptist Church in Little Rock, AR, where he serves as an ordained minister on the associate ministers’ staff and member of the church’s board of trustees.
